Statement on transfer to public ownership
From today, July 20th 2025, the operation of all c2c services has transferred into public ownership and are being managed by DFTO (DfT Operator Ltd).
All current tickets for journeys on our railway remain valid. For any questions relating to your journey, please get in touch with our customer service centre on 0345 6000 650.
DFTO is the Government’s rail Owning Group and delivery partner for its flagship Public Ownership Programme, which will help deliver the Government’s commitment to reform Britain’s railways and unite them under Great British Railways.

Why is this happening?

Why is c2c transferring into public ownership?
Services under contract with the Department for Transport will eventually transfer into public ownership. This is part of the Government’s long-term plan to bring train operators and rail infrastructure together to form Great British Railways.

Which other train operators are transferring this year?
Although some operators are already publicly owned, c2c is joining South Western Railway who transferred over in May, and Greater Anglia will follow later this year.

Who are the new owners of c2c?
Our new owners will be DfT Operator (DFTO).

What is Great British Railways?
Eventually the Government plans to bring the railway’s track and train businesses, so Network Rail and operators including c2c, together under one umbrella organisation called Great British Railways which will be established over the coming years.
Tickets

Are ticket prices going to change?
Ticket prices are not changing as a direct result of the transfer.

How are you setting ticket prices?
Fares are set by the Government and we will follow the same process used before the transfer, continuing with a range of tickets and offers to suit all journeys.

I have travel vouchers from a previous refund. Will these be honoured?
Yes, you can still use your travel vouchers. They will remain valid up to their expiry.

My journey is partly on c2c and partly on another train operator, is my ticket valid?
Yes, all valid tickets will continue to be accepted as they would have been before the transfer. We are working with all other train companies and third parties, such as Trainline, to ensure this process is uninterrupted.

Will my ticket still be valid?
Yes. All tickets are still valid for the dates shown on the ticket.

Will season tickets and railcards be affected?
No, season tickets and railcards will continue to be accepted as normal. Their benefits and validity remain unchanged.

Will you continue accepting railcards?
Yes, there are no changes to c2c’s railcard policy.

Will this affect my c2c loyalty points
The c2c loyalty rewards system is unchanged and your points remain valid.
Service

Will timetables or routes change?
There are no planned changes to timetables and routes as a direct result of the transfer.

Will the number of trains running on the network change?
The number of trains will not change as a direct result of the transfer.

Will station facilities be upgraded?
We will continue investing DfT funds allocated on an annual basis and securing external funding to improve stations across our network.
Customer experience

Who do I contact for customer services now?
Customer service contact details remain the same.

Will there be any changes to compensation for delays and cancellations?
The Delay repay scheme and other compensation policies remain unchanged.

Can I still bring my bike on c2c trains?
The current arrangements for carrying bikes, luggage, dogs, and so on will stay the same.

I have booked assisted travel. Do I need to re-book?
No, you do not need to rebook. All your travel arrangements will be carried forward and this transfer will not affect your journey.
Brand and Identity

Will the c2c brand remain after transfer to public ownership?
The c2c brand and the same brand colours when we transfer. There may be future changes to the brand when Great British Railways is created but there is no discussion yet on what that means for us.

Will public ownership improve c2c’s performance?
c2c continually works with Network Rail and all parties to improve performance and will continue doing so under DFTO leadership.

Will the move to public ownership have any short-term operational effects for passengers?
It’s business as usual, you can purchase tickets in the usual way on the same timetable and trains.

What benefits will public ownership bring to c2c passengers?
A more united, integrated and simpler rail industry. There will be new initiatives and improvements rolling out across the public owned operators in the coming months and beyond, as we transition towards Great British Railways.
